Ministry of Labour and Employment (MoLE) started working on National Vocational Qualification Framework (NVQF), sometimes in 2011-12. It constituted a committee of stakeholders under the chairmanship of Secretary Labour and Employment, which included representatives from Ministry of Human Resource Development (MHRD). In the meantime MHRD took an independent route and notified implementation of National Vocational Educational Qualification Framework (NVEQF) in September 2012. When MoLE and MHRD could not align, the matter was reported to Prime Minister’s Office. In a meeting between Principal Secretary to PMO (Shri Pulok Chatterjee), Secretary Labour and Employment (Dr Mrutyunjay Sarangi) and Special Secretary MHRD (Shri Ashok Thakur), National Skill Qualification Framework (NSQF) was conceptualized as an alternative nomenclature. Perhaps this committee is referred as Inter-Ministerial Committee in NSQF notification. National Skill Development Agency (NSDA) was proposed to anchor the NSQF.

Baba Ramdev has done a disservice to Ayurveda. He puts out Coronil, a drug in the market that claims nothing short of being a “cure” for the worst public health crisis we have faced in a long time. Soon, it turns out that the drug had failed to meet both scientific protocols and regulatory requirements. This episode reinforced all the modern stereotypes of traditional medicine – that of mumbo-jumbo peddled by charlatans and quacks. Specifically, it buttresses an old but ill-informed skepticism about Ayurveda, that while it might it have a strong knowledge of plants and their medicinal value, it is not evidence-based, that it has unstructured concepts that are not believable, and that it cannot explain how it knows what it knows.

What we currently have in India is more of a gross abuse of policing power of the state, rather than a mass incarceration situation like the U.S. It is true that minorities in India are over-represented in the prison population just like the U.S. It is also true that there are more caste and religious minorities on death row in India, than the rest of the population. Police are biased and abuse their power against vulnerable communities. This data is enough to recognize how casteist and sectarian policing is in India. However, the crucial difference is that the vast majority of Indian prison population are under-trials and not convicts, which means that this population so far has not been stagnant. Broken, corrupt prosecutorial system, and low conviction rates are the major reasons behind this difference.

BHOPAL: For all practical purpose it was not BJP ministry which was expanded on July 2 but a coalition ministry having three constituents – Chief Minister Shivraj Singh Chouhan, Jyotiraditya Scindia and BJP. The largest number in the ministry belongs to Scindia faction, second largest to BJP and third to Chouhan. Scindia managed to get 12 berths, all the new entrant to the BJP do not owe their loyalty to Shivraj Singh Chouhan and a few, not more than six or seven can be deemed to be Shivraj loyalists.
